Turnkey Site Development – Lithicum, MD
Concorde Circle is the future site of a six building, 384 unit residential luxury apartment complex on 18.8 acres located in Lithicum, Maryland. Gaines and Company is the full service site development contractor for builder and developer, JLB Partners. Gaines and Company completed all of the groundwork including site clearing, grading, excavating, underground utilities and paving.

“It’s a total site development package,” explains John Barksdale, Project Manager for JLB Partners, who says that when Gaines began, it was a forest with a large pile of dirt.
“They basically take it from that stage all the way to the building pads set to their final elevation, compacted hard dirt ready to put concrete on, then to finish grade – asphalt and parking areas,” all of which are landscape ready, he adds.
Project challenges were cut to fill balance, cost effective solutions and the weather. Gaines and Company was tasked with paving the nearly 20-acre area in four months, but first the turnkey site developer had to unexpectedly mine for dirt on the existing lot in order to meet the developer’s no import/export requirements. A wet, cold January winter added to the mix of meeting a strict timeline and project deadline.
“Despite all the obstacles, they’re hitting the schedule,” says Barksdale.
These class A, multi-family rental apartments will feature a common area, indoor-outdoor gym, pool tables, granite countertops and other amenities in this growing area of Anne Arundel County just north of BWI Airport.
The project began in January of 2019 and will be complete in July, 2019.
