Gaines and Company Vice President Appointed by Governor to Maryland Underground Facilities Damage Prevention Authority

On October 1, 2020, David Gaines, Gaines and Company Site Development Vice President, was officially appointed a member of the Maryland Underground Facilities Damage Prevention Authority (“Authority”) by taking his oath of office.

He was appointed by Governor Lawrence J. Hogan, Jr. of Maryland, and will serve a two-year term. Being appointed to the Authority is not only a major honor, but also displays the Governor’s confidence in Gaines’ industry knowledge base, integrity, and ethical values.

The Maryland Underground Facilities Damage Prevention Authority – a nine-member agency of the Executive Branch of Maryland State government — was established in 2010. These individuals are responsible for protecting Maryland’s underground facilities of owners from destruction, damage, or dislocation. The Authority works to promote, enhance, and enforce the Maryland Underground Facilities Damage Prevention Law, which applies to anyone who digs or disturbs the earth, as well as performs structural demolition. Their work prevents injuries, death, property damage, and loss of service to the general public.

“The education outreach is the most important thing we can do, and I think that’s probably where we are making the biggest impact,” said Jim Barron, Executive Director of The Maryland Underground Facilities Damage Prevention Authority. “People are learning more and more about the Authority and what we can and can’t do as the years go on.”

David earned degrees at Princeton University and University of Texas Business School, as well as gained extensive experience throughout his career with the United State Marine Corps.

David currently works closely with Gaines and Company’s customers, estimators, and project managers to ensure customers’ needs are fully met with integrity, quality, and safe work practices.
